Framework for Right to healthcare in India

Brief Introduction to the topic:

"According to the Indian Constitution there are no laws binding the government to care for the health of the common public and hence the status of people's health is declining.
The policy approach adopted earlier to overcome this situation has failed and the recommendations of various Health Survey & Development Committees have been assigned to the back-burner and now nothing is being done to give the public right to healthcare..."

The question that now comes to picture is which is a better approach to ensure healthcare to the people - Policy Approach OR Human Rights Approach ?
