Proposal to open a public library at city / local area level

Postby tanmay_sah » Mon May 23, 2011 1:41 pm

Project description :-

The contributions of public libraries to our democracy, our formal education, our lifelong learning, and our information driven society may be too numerous to list. However, Rakshak Foundation can be most effective at telling the library story when it is backed by a well researched proposal articulating the many benefits our libraries provide. This campaign to raise public opinion to help establish public libraries will get the much needed boost by such a proposal which presents some of the social, economic, cultural, recreational, and educational benefits of this longstanding institution.

Because libraries are such established institutions, people often take for granted that they will always exist. But in most communities, libraries must compete with many other essential community services for tax funds. Although some libraries collect a substantial percentage of their revenue from fund raising activity, private sources, or grants. However, these revenue streams can never fully support the many functions public libraries perform and ensure their continued viability. Areas of impact generally include education, Information, Lifelong learning, recreation, meetings, etc.

Public libraries were an important part of our culture in the past.

Sadly , as communities developed ,the libraries (atleast in our parts ) lagged behind and the current state of public libraries in our country is quite different as compared to some other countries where they serve many functions and can be quite a fun place to be !!

The term " library " in today s world refers not to a place that houses books but a place that can cater to our thirst of "information" which may be in any form - books , journals , papers ,magazines, maps, movies or even video games.

As i try to research the role and the functioning of a public library in todays world , your comments and suggestions are invaluable .

What all facilities are available in the foreign countries?
What sort of public funding is available for these libraries?
Are you going to post some photos or video of the same?

Identifying the location of the library(for local area) will itself be a big challenge for which I believe the data about residents(their age group basically) would be crucial.
The reason I pointed this out was to minimize the wastage of the resources that can have deep impacts and can be a natural cause of objection on the whole.

@bharat :
in addition to print media such as books, journals, periodicals and magazines...they have a wide array of other media such as audio books , e books , videotapes, video games ,maps, access to the internet as well as inter library loan.. in short they serve as hubs for information.

They provide special services for children such as storytelling sessions for infants, serve as community meeting rooms, developing an early literacy skill and love for books.Homework help , free lectures and cultural performances are also organized here.In addition to their branches they also have mobile library services as well as vocational training such as computer training.During the summer holidays they arrange special educational programmes for students to provide parallel learning.

It is true that we do not have the vast resources at their disposal and hence their facilities.Still , we can provide atleast the very basic facilities which is not happening at the moment.Even proper drinking, lighting facilities are not there. The allocation of funds by the local boards are not transparent at all.It is negligence on the parts of the administration (mishandling of allocated funds) as well as the local people(lack of interest and poor reading culture).

The libraries there are funded mostly by the state/locality in which they lie. Approx. 80% of the funds are through the local bodies and 10% each through federal bodies and private donations.
In the annual budget released by the states around 5% of the total budget is allocated to community services .Out of that 1% is towards the library services.

@abhijit: yes, absolutely. That data would be essential... Thanks ..Keep posting :)
