Administrative Reforms in India - Involving the citizens

We are all ahead of ourselves in pointing out glitches inn the system and what should/could be done. Then we just g ahead with our lives and leave the cribbing for another day. But the fact is that many viable and innovative solutions are proposed during those discussions, atleast their foundation. Wouldn't it be great if we were able to bring forth those ideas and bridge the gap!

Also, it is very important to understand what all proposals for improvement are considered at the government level and what are the reasons those are not considered implementable or viable.

How many of you know that there is a whole department of civil and administrative reforms in India which is responsible to do that.
